Municipal Election 2010: Prospective Candidates Information Session planned


Provincial legislation requires that municipalities in the Province of Alberta hold an election every three years. The last municipal election was in 2007. The date for the 2010 election is October 18. Nomination day in the Town of Athabasca is September 20.


To help prospective candidates better understand the roles and responsibilities of a Town Councillor as well as the eligibility requirements and nomination process, Town Administration is planning an information session to be held at the
Town Office on September 13, 7-9 p.m. All interested parties are welcome to attend.


In addition to councillor roles and responsibilities, topics will include an overview of running for municipal office in Alberta, the guidelines for dealing with conflict and resolution, the Council meeting schedule, Committees of Council, the Municipal Planning Commission, Council remuneration, a brief overview of the Town business plan and other relative documents and topics that provide guidance and direction for Council.


Apart from the information session, details regarding municipal elections, qualifications of candidates and voter eligibility are available at the Town Office and can also be found at the Government of Alberta Municipal Affairs website.


Existing Town Councillors do not automatically continue in their role. They must follow the nomination guidelines and submit nomination papers the same as new candidates.


A person may be nominated as a candidate if on nomination day they are eligible to vote in the election, have been a Town resident for the six consecutive months immediately preceding nomination day, and is not otherwise ineligible or disqualified.


A person is not eligible as a candidate for Town Council if on nomination day they are: a Town employee (unless on a leave of absence); indebted to the Town for taxes in default exceeding $50 (excluding current taxes and any existing tax consolidation agreement); indebted to the Town for any debt exceeding $500 and in default for more than 90 days. Please refer to the Local Elections Authorities Act for a complete list of ineligibility references and for the full, authoritative versions of the abbreviated references included here.


Nomination forms will be available at the Town Office from September 1. Eligible candidates must return their nomination form with the signatures of at least five electors eligible to vote in the 2010 municipal election, and with a written and signed acceptance saying they are eligible to be elected to office and that they will accept the office if elected. A deposit of $100.00 must accompany the nomination form, payable only in cash, certified cheque or money order.


Nomination documents must be returned full and complete and accompanied by the specified cash deposit to the Town of Athabasca office, attention Melody Wolansky, Returning Officer, between 10 a.m. and 12 noon on nomination day, September 20.


After nominations close at noon on September 20, Melody will swear in all eligible candidates. Candidates have 24 hours from the close of nominations to withdraw. However, if there are fewer candidates than the number of councillor seats to be filled, candidates are not permitted to withdraw.


Candidates will have their $100 deposit returned to them if: on election day, they are declared elected; or they obtain a number of votes at least equal to half of the total votes cast for the candidate elected to office with the least number of votes; or they withdraw as a candidate in accordance with the guidelines specified in the Local Elections Authority Act.


Voter Eligibility


A person is eligible to vote in the election if they are at least 18 years old, are a Canadian citizen, and have resided in Alberta for the six consecutive months immediately preceding Election Day and their place of residence is located in the Town of Athabasca on Election Day.


Election Day is October 18. The polling station will be the Town Office.


There will be an Advance Poll on October 13, 12 p.m. to 8 p.m., at the Town Office.


There will be a travelling Institutional Poll on the morning of Election Day, October 18, that will visit the Athabasca Healthcare Centre (hospital), Pleasant Valley Lodge, and Athabasca Extendicare.


Information regarding the municipal election, nomination day, the Prospective Candidates Information Session, the Advance Poll and the Institutional Poll, including all related dates, times and places, will be published in local media prior to the respective events.
