Town administration staff

A Certified Local Government Manager, Doug Topinka has been serving as the Chief Administrative Officer for the Town of Athabasca for the past five years. He reports directly to Town Council and is the principal advisor to Council.

Melody Wolansky is a 10-year employee of the Town, serving the past four years as Director of Finance and Administration. She is responsible for the financial management, control and reporting functions, performing the duties of Treasurer as prescribed in the Municipal Government Act.  Melody is currently completing the National Advance Certificate in Local Authority Administration program with the University of Alberta to obtain a Senior Level II designation.

Town Executive Secretary Joyce Butson serves as assistant to the Chief Administrative Officer. Her responsibilities include the flow of correspondence to and from Town Council and preparation of Council meetings and minutes.  Joyce enjoys living in the Athabasca area with her family who keep busy with a variety of sports and cultural activities.

Gail Beaver is the Accounting Services Clerk for the Town, taking care of accounts payable and utility billings. You may be familiar with her voice, as she does the Town radio report every Friday morning on CKBA.  A lifelong resident of the Athabasca area, Gail enjoys raising horses.

As the Town Municipal Finance Officer, Carla Gallinger is responsible for tax information services and payroll.  Carla relocated here from Fort McMurray last summer, joining other members of her family. She enjoys the fresh new atmosphere of Athabasca and is excited to become an active member of the community.

Tammy Makar has served as the Office Services Clerk for the Town since last December. She is responsible for reception and cashier duties as well as accounts receivable and licensing.  Tammy grew up in the Athabasca area and enjoys living here. She is actively involved with her children’s activities.

Municipal Information Services Officer Rachel Ramey looks after all development and building permit services.  An Athabasca area resident since 1995, Rachel is excited to be raising her children here.  Having worked in the local retail industry, Rachel has come to know many area residents and looks forward to serving them.
